KOTA KINABALU: Former Prime Minister Datuk Seri Najib Razak condemns the raising of fine for Standard Operation Procedures (SOPs) from RM1,000 to RM10,000 which will come in effect this March 11.

In his Facebook posting yesterday, he said the amount of compound imposed by the Malaysian government is the highest in the world.

While he agreed that a more lenient punishment should be imposed, he said there are certain different types of offences that cannot be fined the equal amount.

He said, offences are less serious should be punished using approaches intended to educate instead of financially burdening the people.

He asserted that progressive punishment approach are being used in certain countries and are accepted by the people as habitual offenders of SOP should be penalised accordingly.

"For example, for less serious offences, the compound can be increased progressively.

"The fine of the first offence should be RM1,000, second offence RM3,000, the third offence RM6,000, and RM10,000 for subsequent offences," he stated.

Imposing fine at RM10,000 for first offence will only anger the public, especially when there are double standards between the people and politicians.

Najib also pointed out that the SOP issued by the government should be consistent to avoid confusion among the public.
