MM2H Surge Signals Strong Global Confidence in Malaysia, Says Minister

KUALA LUMPUR: The Malaysia My Second Home (MM2H) programme is not merely a policy; it is a clear message that Malaysia stands ready to open its doors to the world, with stronger governance, greater transparency and a more efficient system.


The Minister of Tourism Arts Arts and Culture (MOTAC) Datuk Tiong King Sing said, since the new MM2H framework was approved by the Cabinet on 21 May 2024, and following the official takeover by MOTAC on 15 October 2023, with operations commencing under the MM2H One-Stop Centre (OSC) on 18 December 2023, they have witnessed a remarkable surge in confidence.


"As of 11 February 2026, a total of 255 operating licences have been issued. More importantly, tangible performance is reflected in the significant increase in participation recorded in 2025," he said in his speech at the signing of a Memorandum of Understanding between MOTAC and Bank of China.

In 2024 and 2025 alone, a total of 9,511 participants were approved under various categories, including Platinum, Gold, Silver and the Special Economic Zone/Special Financial Zone, he said adding that these are not merely figures.


" They translate into real economic contributions with a direct impact on the national economy. In 2024, the programme generated RM3.3 million in participation fees and fixed deposits amounting to RM550.8 million. In 2025, contributions increased to RM10.5 million in participation fees, RM1.8 billion in fixed deposits, and RM1.5 billion in property purchases."


" I would like to record my appreciation to all agents and operating companies who have worked tirelessly to promote MM2H internationally."


He acknowledge the strategic support of Bank of China, which has signed a Memorandum of Understanding with MOTAC.


" Such collaboration is vital in strengthening investor and international participant confidence in the stability and credibility of our programme."


MM2H is not solely about retirement or property ownership, he said, adding that it is about building an international community that chooses Malaysia as a second home because of the stability, cultural diversity, quality services and standard of living offered.


"We are not merely promoting a programme; we are promoting Malaysia as a trusted long-term destination for the world."
