KOTA KINABALU : The Federation of Chinese Associations Sabah (FCAS) welcomed and endorsed the recent agreement between the federal and Sabah state governments to launch the Sabah Malaysia My Second Home (Sabah-MM2H) programme promptly.

Its President Tan Sri T.C Goh expressed optimism that this long-awaited initiative would be swiftly executed to drive progress across various sectors in Sabah. He recommended infusing distinct "Sabah characteristics" into the program while collaborating closely with the federal government to ensure mutual benefits.

Goh, who also serves as the President of the Federation of Chinese Associations Malaysia (Huazong), voiced his support for the recent announcement by Tourism, Arts, and Culture Minister Datuk Seri Tiong King Sing empowering the Sabah state government to implement the "Sabah-Malaysia My Second Home Program" through his department by the following week.

He also backed the constructive dialogues between Tiong and Sabah Minister of Tourism, Culture, and Environment, Datuk Christina Liew, to optimize the program's implementation.

Goh also endorsed Liew's assertion that both federal and Sabah governments had reached a consensus on the program's management procedures, allowing Sabah to tailor its version of the Second Home Program, encompassing terms, application processes, and pass issuance.

He believed that once fully operational, the "Sabah-Malaysia My Second Home Program" would attract a greater number of foreign residents to settle in Sabah.

In a statement recently, Goh, a member of the Sabah Economic Advisory Council (SEAC), expressed confidence that through sincere discussions and coordination, the federal government, Sabah, and Sarawak could achieve a "triple win" under this new initiative. He emphasised the importance of regional considerations in setting flexible conditions for property ownership under the program, reflecting the distinct property market dynamics in East Malaysia compared to West Malaysia.

Goh urged stringent regulation of agent appointments or authorisations to prevent any misuse of the programme, ensuring compliance with government policies and ethical standards. He stressed the need to attract high-quality foreign participants, including Chinese citizens, to bolster Malaysia's economic and consumer markets post-pandemic.

He emphasised the necessity for collaborative discussions among the federal, Sabah, and Sarawak governments to establish a comprehensive framework for the Second Home Programme, fostering confidence among foreign participants and enhancing Malaysia's global reputation as an attractive Second Home destination.
