Holistic Urban planning approach through collaborations between professional bodies and stakeholders

KOTA KINABALU: Deputy Chief Minister II Datuk Seri Dr. Joachim Gunsalam urged professional bodies, such as the Malaysian Institute of Architects (PAM) Sabah Chapter, to proactively collaborate with all stakeholders using a holistic urban planning approach.


As the Local Government and Housing Minister, Dr. Joachim emphasised the importance of relevant ministries, departments, and agencies engaging Sabah’s professional consultants not only to plan the state's infrastructure but also to oversee and manage its future development.


"I hope all parties, stakeholders, and nations involved will work together to realize our shared vision for development and prosperity," he stated while officiating the Borneo Architecture Festival 2024 at the Magellan Sutera Resort in Kota Kinabalu.


Earlier, Dr. Joachim noted that the Local Government and Housing Ministry (MLGH) has been closely collaborating with PAM Sabah Chapter on matters related to building, housing infrastructure, and development, which are essential for enhancing the social and economic well-being of the people.


Expressing his pleasure at the attendance of 300 representatives from district local authorities, the Ministry of Local Government and Housing, the Ministry of Works, and various architecture firms, he hoped the festival would be meaningful and memorable for all participants—civil servants, architects, and stakeholders in the building industry alike.


He encouraged everyone to come together as a family to learn from one another and celebrate their achievements.


Happy to see the 300 representatives of district local authorities, officers from Ministry of Local Government and Housing, Ministry of Works, and architecture companies joining the festival, he hopes that the event will be meaningful and memorable to each and everyone, whether as civil servants, architects or other stakeholders in the building industry, coming together as a family not only to learn from each other but also to celebrate and cherish the moment of their achievement.


"The famous saying, “We shape our buildings; thereafter they shape us,” serves as a constant reminder that every building, city, or environment we create today will have a lasting impact on tomorrow's society," he said


"I urge all of you, as direct stakeholders, to work diligently and innovatively to ensure that our planning and creations do not burden future generations with the consequences of our actions today," he stated.


He emphasised that civil servants, particularly senior staff in local government, must be well-informed about their responsibilities and equipped with the necessary skills to effectively implement current policies and procedures.


"This Borneo Architecture Festival presents a valuable opportunity for you to acquire essential skills and insights from experts," he added.


"We must align our efforts with the current policies set by the government, such as the Hala Tuju Sabah Maju Jaya (SMJ). This framework outlines a realistic and achievable development agenda focused on agriculture, tourism, and the industrial sector, while enhancing connectivity through sustainable practices. All of this aims to attract more investors and create job and business opportunities for Sabahans."


The growth of the tourism industry as a key economic driver has increased the demand for infrastructure development, including quality hotel facilities and well-planned urban environments that will benefit both the state and the country in the future.


"We must plan all development programs using the latest technological advancements while preserving our rich cultural identity. Otherwise, we risk losing this invaluable heritage. To safeguard our cultural legacy, we must foster a sense of belonging to our beautiful Borneo," he stressed.


Also present were Stanley Chong, Deputy Permanent Secretary I of the Ministry of Local Government and Housing (MOLGAH); Lifred Wong, Director General of Dewan Bandaraya Kota Kinabalu (DBKK); Ar Dexter Koh Yew Peng, Deputy President of Pertubuhan Arkitek Malaysia (PAM); Ar Mok Juang Yu, Chairman of PAM Sabah Chapter; Ar Ng Shi Qi, Organising Chairperson of the Borneo Architecture Festival 2024; Ar Noraini Narodden, Chairman of PAM Sarawak Chapter; and LAr Nurulhayati Awang More, Chief Assistant Secretary (Landscape) of MOLGAH.
