Inclusive Governance: Call for Dedicated Non-Muslim Affairs Unit in Sabah

KIULU: The State Government should consider establishing a dedicated unit to oversee matters concerning non-Muslim organisations, said Kiulu Assemblyman Datuk Joniston Bangkuai.
Joniston, who is also Parti Bersatu Sabah (PBS) Information Chief, recalled that PBS had unanimously passed a resolution at its annual delegates’ conference last year, calling for the creation of such a unit.
He said the party leadership had also agreed to include the proposal in its manifesto for the forthcoming state election.
According to Joniston, the establishment of a dedicated unit aligns well with the Gabungan Rakyat Sabah (GRS) government under Chief Minister Datuk Seri Hajiji Noor, which emphasises inclusivity by consistently supporting diverse communities.
“The creation of such a unit would provide a permanent framework through which allocations and engagement with non-Muslim groups can be more effectively managed,” he said on Monday, when officiating at the opening of St Michael Chapel’s hall in Kampung Turongohon.
The construction of the hall was made possible through funding from Joniston’s annual assemblyman’s allocation.
Joniston stressed that the proposed unit for non-Muslim affairs is not intended to create division, but rather to strengthen the government’s engagement with all faith-based and community organisations.
“This is about ensuring that no group is left behind. It would reflect the government’s recognition of the vital role every community plays in building Sabah together.
“Non-Muslim organisations have long played an important role in education, social welfare, and community activities across Sabah.
“This proposal is meant to complement the government’s initiatives while acknowledging and supporting their contributions,” he said.
Hajiji had recently announced that the state government’s annual allocation for Chinese independent schools, mission schools and non-Muslim organisations would be increased from RM70 million this year to RM90 million next year.
“The increase in allocation is a clear demonstration of the GRS-led state government’s commitment to maintaining Sabah’s long-standing spirit of racial and religious harmony,” said Joniston, who is also the State Assistant Minister of Tourism, Culture and Environment.
He added that a dedicated unit would ensure such support is better coordinated and sustained over the long term.
