Shipping firms agree to delay congestion surchargeport operator introduces ‘Berthing Window Programme’: Ewon

PENAMPANG: Deputy Chief Minister III Datuk Ewon Benedick said shipping companies that had planned to introduce a congestion surcharge related to issues at Sepanggar Bay Container Port (SBCP) have agreed to defer the charge following ongoing engagements with the Sabah Ministry of Industrial Development, Entrepreneurship and Transport (MINDET).


Ewon, who is also the Minister of Industrial Development, Entrepreneurship and Transport for Sabah, said the decision followed meetings and negotiations between his ministry, the shipping lines and port user associations.


“This week alone I held three meetings with shipping companies to discuss and find the best solution to the issue."

“Before I went to Lahad Datu the day before yesterday, I managed to meet them and, because they are confident in what we are doing and what they have seen on the ground, all the shipping companies that initially planned to introduce the surcharge have officially informed us that they are deferring their intention,” he said.


He said this while officiating the Penampang District-level Kaamatan Festival celebration at Buhavan Square today.


Ewon described the outcome as a major success because the surcharge would ultimately have burdened users.


“If it had gone ahead, it would have affected the service chain and, in the end, we as end users would bear the cost."


“But after discussion and the decision by the shipping companies not to proceed, I am confident we can now focus on measures that contribute to good governance and operational efficiency at the port,” he stated.


Ewon also said the port operator has introduced a new initiative known as the ‘Berthing Window Programme’ to improve operational efficiency and reduce vessel congestion at the port.


He added that the state government has not been idle in tackling congestion issues at Sepanggar container port, which have attracted public attention.


“Since February we have formed a task force and we monitor the implementation of agreed action‑plan measures almost every week,” he said.


Ewon stressed he will continue to work hard to resolve the issue in the interests of the people and the state’s economy.


“I have never been silent. The more parties make statements, the harder I work. This is the Sabah First spirit we must continue,” he said."

He called on all parties in Penampang, regardless of political background, to remain united for the development of the district and the state.


“I am confident that with the Sabah Maju Jaya roadmap, Penampang will benefit as long as we work as one team.”
