Matbali Proposes Anti-Bullying Law Be Enacted Urgently

KOTA KINABALU: Sipitang MP Datuk Matbali Musah has once again raised the case of the late Zara Qairina Mahathir in Parliament, while proposing that an anti-bullying law be enacted without delay.
During the debate on the 13th Malaysia Plan (RMK13) in the Dewan Rakyat yesterday, he began his speech by recounting the tragic incident that claimed Zara Qairina’s life at her school last month.
He said the incident had not only devastated her family in Sipitang, but also caused widespread concern across the nation.
"This incident is not just tragic news, but a harsh wake-up call for us all.
"It raises a serious question: how far have we truly gone to ensure the safety of our children in educational institutions? If bullying was indeed involved, then this is no longer a disciplinary matter – this is violence that has taken a life," he said in an emotional and tearful speech.
This marks the second time Matbali has raised the issue, having first spoken about it during the debate on the Education (Amendment) Bill 2025 on 30 July.
He therefore urged the government to take proactive steps in addressing the case.
He said it is high time a specific anti-bullying law be drafted and implemented as a matter of urgency.
"There must be clear guidelines, protections for victims and whistle-blowers, and firm action against perpetrators," he said.
In addition, Matbali also expressed his gratitude to the Prime Minister and the Federal Government, the Chief Minister of Sabah and the Sabah State Government, as well as all parties for their concern, condolences, and strong commitment to addressing Zara Qairina’s case with transparency and resolve.
