Nominated Assemblyman Roger Chin Reaffirms Focus on MA63

KOTA KINABALU: Appointed assemblyman Datuk Roger Chin has clarified that his role as chairman of Invest Sabah Berhad does not detract from his continued focus on Malaysia Agreement 1963 (MA63), the 40 per cent entitlement and broader legal matters concerning Sabah.
Responding to public comments suggesting he should prioritise MA63-related issues over his chairmanship of the state investment agency, Roger said the chairman does not manage Invest Sabah’s daily operations or lead investment promotion and facilitation efforts.
He explained that those responsibilities rest with the chief executive officer and the management team, who run the organisation’s day-to-day affairs.
“The chairman’s role is governance, direction and oversight,” he said in a statement, adding that this includes ensuring Invest Sabah operates within the law and upholds sound governance principles.
He added that this involves providing clear strategic direction aligned with Sabah’s long-term interests, and ensuring investment promotion is carried out with a proper understanding of Sabah’s powers, entitlements and regulatory framework.
Roger stressed that issues related to MA63, the 40 per cent revenue entitlement and wider legal matters had not been abandoned or sidelined.
Because the chairman is not involved in operational management, he said the position does not prevent him from continuing to focus on MA63, the 40 per cent entitlement and law-related issues in his capacity as a nominated assemblyman.
“I fully intend to do so,” he said, describing these matters as fundamental to Sabah’s future.
Roger added that the issues would not be treated as a separate or competing agenda, nor forgotten as investment promotion efforts move forward.
Summarising the respective roles, he said Invest Sabah’s management is responsible for attracting and facilitating investment, while the board provides oversight and direction.
“As an assemblyman, I will continue to speak up on the constitutional and legal foundations that matter to Sabah,” he said.
