PMPS Strengthens Organisational Governance Through PDCA and KPIs

KUDAT: The Sabah Retired Educators Association (PMPS) has introduced a strategic management approach based on the PDCA (Plan, Do, Check, Act) model, alongside the implementation of Key Performance Indicators (KPIs), as part of efforts to strengthen governance efficiency and enhance organisational performance.


The initiative was announced by its chairman, Dr Aslie Sahat, during the PMPS Committee Meeting No. 1/2026 held at the Kudat District Education Office here.


He said that organisations driven by experience such as PMPS must move in tandem with modern management practices that emphasise results-based achievements, accountability and measurable impact.


“Every plan must be translated into concrete implementation. Organisations cannot rely solely on discussions; instead, they must be grounded in action and achievement,” he said.


According to him, the PDCA approach will serve as the organisation’s main management framework to ensure that all plans are implemented systematically and effectively.


The approach encompasses four key components: clear and measurable strategic planning (Plan), disciplined execution with structured task allocation (Do), KPI-based monitoring (Check), and follow-up actions for continuous improvement (Act).


To ensure more structured and impactful implementation, PMPS has also established organisational KPIs covering meetings, programme execution and member accountability.


Among the benchmarks set are meeting attendance exceeding 90 per cent, comprehensive documentation of all decisions, and clearly monitored follow-up actions through designated officers and implementation timelines.


In addition, at least 80 per cent of planned programmes must be carried out according to schedule, supported by periodic progress reports and impact assessments on members and the community.


In terms of accountability, each member is required to take full responsibility for assigned tasks, with implementation status to be reported at subsequent meetings without any unreasonable delay.


Dr Aslie stressed that a high-performance work culture must be institutionalised to ensure PMPS remains relevant, credible and respected.


He summarised the organisation’s strategic direction through a clear management principle: every plan must be implemented, every implementation must be monitored, and every monitoring process must be followed by improvement.


He added that discipline in execution and continuous monitoring are fundamental in building a competitive organisation capable of delivering high impact.
