Progress of the Sabah Botanical Garden Development Project, Kota Kinabalu

PUTRAJAYA: The Ministry of Housing and Local Government (KPKT), through the National Landscape Department (JLN), is actively implementing the Tuan Fuad Stephen Botanical Garden Development Project at Bukit Padang, Kota Kinabalu. The initiative forms part of the Government’s strategic effort to enhance green landscapes and strengthen biodiversity conservation in Sabah.


The project reflects the Government’s commitment to developing botanical gardens as centres for biodiversity conservation, environmental education, and tourism destinations showcasing local flora.


As of 6 November 2025, the project’s physical progress stands at 96.74%, with the remaining 3.26% currently in the final implementation stage. The outstanding works include the completion of playground areas, installation of bollards and signage, and final finishing works across several development zones.


Project delays were caused by weaknesses in the contractor’s internal management and late delivery of construction materials to the site. Consequently, the Government has imposed liquidated ascertained damages (LAD) of RM2,704.61 per day, effective from 15 July 2025. Based on current monitoring, the project is expected to be fully completed by 30 November 2025.


The project remains in its final completion stage and has yet to be certified for the Certificate of Practical Completion (CPC). However, an early opening has been allowed as a temporary measure to enable Kota Kinabalu residents to enjoy the recreational space while final works are being completed.


JLN, together with Kota Kinabalu City Hall (DBKK), will continue close monitoring of the project through regular site visits and technical meetings to ensure that all components are completed in full compliance with specifications, standards, and the highest safety requirements.


Through the KPKT, the Government assures that the Tuan Fuad Stephen Botanical Garden Sabah will stand as a new landmark of green landscape and biodiversity heritage in Sabah, reflecting Malaysia’s commitment to environmental preservation and sustainable landscape development.
