Set Up System to Secure Sabah’s 40% Share

KOTA KINABALU: Datuk Seri Panglima Jeffrey G. Kitingan has called for the urgent establishment of a revenue tracking system to determine and secure Sabah’s 40 per cent Special Grant, following recent legal developments involving the Federal Government.

In a statement issued on Sunday, the President of Parti Solidariti Tanah Airku (STAR) criticised Putrajaya’s decision to appeal the High Court ruling on the 40 per cent entitlement, as well as its late application for a stay of execution.

He said the moves reflect a reluctance to comply with the court’s directive to review and determine the actual amount payable to Sabah within the stipulated 90 and 180 days.

“To ordinary Sabahans, this is seen as a clear intention not to honour the 40 per cent Special Grant due under the Federal Constitution,” he said, noting that Prime Minister Datuk Seri Anwar Ibrahim had maintained there was no dispute over Sabah’s entitlement.

Dr Jeffrey also criticised both federal and state leaders, alleging a lack of resolve in defending Sabah’s rights.

“The failure to implement the court decision amounts to non-compliance with the rule of law and the Federal Constitution,” he said, warning that such actions could potentially lead to contempt of court proceedings.

He proposed the creation of a digital Revenue Tracking System to monitor and compute all revenues derived from Sabah, automatically determining the 40 per cent share based on a 60:40 allocation.

“With current advances in digitalisation and artificial intelligence, such a system can be implemented with ease,” he said.

Dr Jeffrey added that the system would also address longstanding concerns over the lack of transparency in federal revenue collections from Sabah.

“I have already proposed this Revenue Tracking System to the Sabah Government,” he said, expressing confidence that it could be rolled out within months.

He said that by the end of 2026, Sabah could potentially begin receiving its full entitlement, estimated at up to RM20 billion annually.

“The return of this revenue will enable Sabah to develop in line with its true potential, ensuring that Sabahans can enjoy the prosperity that is rightfully theirs,” he added.
