SABAR Welcomes CM GLC Reforms as a Meaningful Step Towards Strengthening Public Trust

KOTA KINABALU: The Sabah Action Body Advocating Rights (SABAR) has welcomed the recent policy announcements by Chief Minister Datuk Seri Panglima Hajiji Haji Noor on the restructuring and enhanced oversight of Government-Linked Companies (GLCs), describing them as a meaningful step towards strengthening public trust.
SABAR in a statement issued by its Chairman Datuk Zainie said the developments demonstrate that the State Government is taking seriously the aspirations articulated through the Sabah Voices to Action initiative and the Sabahans’ Aspirations and Demands report.
In particular, he noted the Chief Minister’s directive requiring all GLCs to implement quarterly performance reporting beginning January 2026, as well as the commitment to restructure underperforming entities.
These measures directly address long-standing public concerns over transparency, professionalism, and accountability in state-linked companies—issues that have consistently emerged during SABAR’s statewide town hall consultation sessions.
By introducing regular performance reporting, strengthening accountability mechanisms, and signalling forthcoming long-awaited structural reforms, the State Government is clearly demonstrating its intention to uphold integrity and merit-based stewardship of public assets.
Beyond governance reforms, SABAR also welcomed the State Government’s clearer articulation of ministerial responsibilities within the Education, Science, Technology and Innovation, and Women, Health and Welfare portfolios.
SABAR said a focused and strategic approach in these sectors is essential to addressing many of the recommendations outlined in the report, particularly in improving education outcomes and strengthening healthcare delivery.
SABAR reaffirmed its readiness to collaborate closely with the Chief Minister’s administration in advancing these reforms. The organisation said the steps taken thus far reflect a growing recognition that Sabahans are calling for meaningful and structural improvements in governance and service delivery.
“SABAR looks forward to continued partnership to ensure that the aspirations of the people, from stronger accountability in GLCs to improved education and health systems, are translated into lasting and positive change for Sabah,” he stated.
