  • Rice Stock Issue Discussed, State Government Tightens Monitoring

2 April 2026 KOTA KINABALU: Sabah Minister of Agriculture, Fisheries and Food Industry, Jamawi Jaafar, chaired an engagement session today to discuss the issue of rice stock shortages at shops and supermarkets across the state. The meeting, held at Wisma Pertanian here, was convened following reports last week of supply shortages in retail outlets. Jamawi said his ministry is still receiving feedback from elected representatives in several districts regarding the situation on the ground. “There are colleagues among the elected representatives who are still submitting evidence of rice shortages through photographs and videos taken at the shops they visit,” he said. He added that the purpose of the meeting was to obtain an accurate picture of the current situation and to identify measures that could be taken to help resolve the issue. “This is precisely why the meeting was convened — to understand the real situation and determine what assistance can be provided to address the problem,” he said. Jamawi also revealed that the Chief Minister had instructed him to inspect and ensure that rice supplies, particularly the stockpile reserves, are sufficient for a six-month period. He said the State Cabinet has also entrusted him with ensuring food security, including adequate supply and regulatory oversight of rice through the ministry’s agency, the Sabah Paddy and Rice Board (LPBS). However, he noted that LPBS does not have enforcement powers. “LPBS does not have the authority to carry out enforcement, such as monitoring for hoarding or smuggling,” he said. At the same time, he said BERNAS and the regulatory division continue to play a role in monitoring stock levels and related requirements, while the Ministry of Domestic Trade and Cost of Living (KPDN) is responsible for enforcing price controls and preventing profiteering. He stressed that these measures are crucial to prevent rice smuggling and supply shortages in the market. “This is also to prevent smuggling and the disappearance of supply,” he added. As a follow-up measure, another meeting involving industry players and paddy suppliers will be held on April 7. Also present were the ministry’s Permanent Secretary, Jumain Abdul Ghani; Deputy Permanent Secretary I, Awang Dzulkernain Awang Hassan; Sabah KPDN director, Shahril Nizam Shahirin; Head of Operations of BERNAS Sabah, Hervian Kirman; Deputy Director of the State Paddy and Rice Regulatory Office, Rosman Shamsul; LPBS director, Dr Ramle Kasin; as well as ministry officials.

  • SPM: SM Ken Hwa Keningau Records Encouraging Improvement

2 April 2026 KENINGAU: Sekolah Menengah Ken Hwa Keningau has continued to register a significant improvement in performance after recording a 98.18 per cent pass rate in the Sijil Pelajaran Malaysia (SPM) examination, up from 96.44 per cent the previous year. Even more notably, a total of 48 candidates achieved 5A and above, including one outstanding student who obtained 10As, reflecting a marked improvement in the school’s overall academic performance. Its principal, Anthony Chong Yu Kiong, said the achievement was the result of a collective commitment from the school community, with strong support from the School Board of Management, the Parent-Teacher Association (PTA), alumni, the District Education Office and parents. “A more focused and consistent approach in management and teaching has been among the key factors contributing to this improvement,” he said. He added that although the School Average Grade (GPS) improved to 4.38 from 4.86 previously, the higher pass rate and increased number of high-achieving students demonstrate the effectiveness of the strategies implemented. Meanwhile, the chairman of the School Board of Management, Peter Ma Kin Yee, commended the dedication of the principal, teachers and the determination of students, which drove the achievement. He said the results proved that close collaboration between the school and the community could produce excellent outcomes, but emphasised that continued efforts were needed to further improve the GPS. “This achievement provides a strong foundation for even greater success in the future,” he said.

  • PMPS Strengthens Organisational Governance Through PDCA and KPIs

2 April 2026 KUDAT: The Sabah Retired Educators Association (PMPS) has introduced a strategic management approach based on the PDCA (Plan, Do, Check, Act) model, alongside the implementation of Key Performance Indicators (KPIs), as part of efforts to strengthen governance efficiency and enhance organisational performance. The initiative was announced by its chairman, Dr Aslie Sahat, during the PMPS Committee Meeting No. 1/2026 held at the Kudat District Education Office here. He said that organisations driven by experience such as PMPS must move in tandem with modern management practices that emphasise results-based achievements, accountability and measurable impact. “Every plan must be translated into concrete implementation. Organisations cannot rely solely on discussions; instead, they must be grounded in action and achievement,” he said. According to him, the PDCA approach will serve as the organisation’s main management framework to ensure that all plans are implemented systematically and effectively. The approach encompasses four key components: clear and measurable strategic planning (Plan), disciplined execution with structured task allocation (Do), KPI-based monitoring (Check), and follow-up actions for continuous improvement (Act). To ensure more structured and impactful implementation, PMPS has also established organisational KPIs covering meetings, programme execution and member accountability. Among the benchmarks set are meeting attendance exceeding 90 per cent, comprehensive documentation of all decisions, and clearly monitored follow-up actions through designated officers and implementation timelines. In addition, at least 80 per cent of planned programmes must be carried out according to schedule, supported by periodic progress reports and impact assessments on members and the community. In terms of accountability, each member is required to take full responsibility for assigned tasks, with implementation status to be reported at subsequent meetings without any unreasonable delay. Dr Aslie stressed that a high-performance work culture must be institutionalised to ensure PMPS remains relevant, credible and respected. He summarised the organisation’s strategic direction through a clear management principle: every plan must be implemented, every implementation must be monitored, and every monitoring process must be followed by improvement. He added that discipline in execution and continuous monitoring are fundamental in building a competitive organisation capable of delivering high impact.

  • Perkhidmatan Rakyat Keutamaan, Bukan Kebanggaan Jawatan – Jamawi
